Residency and property investment

Two different questions get conflated here constantly: am I permitted to buy, and will buying give me a visa. The first is answered in another guide. The second is dealt with here – carefully, because this is the area whose conditions change fastest.

Ownership is not residency

Start with the separation, because it removes half the confusion. The right to buy a property and the right to live in the UAE are entirely separate things, under different laws, before different bodies.

Dubai's registration law conditions ownership on the area and the citizenship category, not on residency – and the Land Department's official document list for registering a sale names a valid passport for non-resident foreigners. You can buy and register a property without a visa, and hold it for years without living there.

The reverse is not automatic. Buying a property does not itself issue a visa; at most it may open a route that still has to be applied for and satisfied.3,4

What the federal authority publishes

The UAE operates a long-term residency framework – the "golden visa" – with several eligibility categories. The government's official portal lists among them public investors (ten years), entrepreneurs, people of exceptional talent, outstanding students, and real estate investors.

The service page of the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) is where the criteria for real estate investors are set out.2,1

That is how the ICP service page words it as at the review date shown at the top. Note two words: "without loans". If you plan to finance part of the purchase, that is a question to settle in advance rather than assume.1

Why this has to be confirmed directly

  • Whether the threshold is measured by purchase price or by the Land Department's valuation, and what happens if the value changes.
  • Whether an off-plan property not yet handed over satisfies the condition, and from what stage.
  • What "without loans" means for someone who financed part of the payments.
  • Whether several properties can be aggregated to reach the threshold.
  • What renewal requires, and what happens to the status if the property is sold.
  • Which family members can be included, and on what conditions.

Two decisions, not one

This is the point the page exists for. Buying a property as an investment and buying one in order to obtain a visa are two different decisions, and this market conflates them constantly.

If the investment stands on its own, the visa is a bonus. If it does not, and the only reason to stretch to a particular threshold is the visa, then you are buying a more expensive property than you otherwise would – paying a higher registration fee on it, higher service charges, and accepting a different return. That can be worth it. But it is a decision to take with open eyes, rather than as a by-product of a sales conversation.

The question to ask yourself is: would I buy exactly this property without the visa?

Common questions

Do I need a visa to buy property in Dubai?

Does buying a property automatically confer a visa?
No. There is an eligibility route for real estate investors within the long-term residency framework, but it requires an application and satisfying the conditions the federal authority publishes – which, per its service page, include ownership valued at AED 2 million or more without loans, a letter from the Real Estate Registration Department, and proof of residence inside the UAE. The conditions should be confirmed with the authority itself.
